Build Own Operate & Transfer back (BOOT)

The AustralAsia Railway was tendered as a Build Own Operate and Transfer back (BOOT) scheme, which meant the Asia Pacific Transport Consortium would build, own, operate and transfer back the concession and assets to the Northern Territory and South Australian Governments after 50 years.

This complex arrangement and the number of parties involved saw an unprecedented number of documents to be negotiated and signed.

Once the railway was operating, the AustralAsia Railway Corporation’s role changed to one of ensuring compliance with the new railway’s fitness for purpose design and construction obligations under the concession deed.
